Most colleges look at a combination of Class Rank, Grade Point Average, ACT/SAT scores and the difficulty of schedule in their minimum course requirements as factors in the admission process.

Less selective colleges generally take the best candidates that apply and admit as space permits. 

More selective colleges require a minimum cumulative GPA (based on a 4 point scale) and a minimum ACT/SAT score. 

Highly selective colleges (UIC) require a sliding scale of High School Pattern Requirements (HSPR - a combination of class rank, rigor of schedule and GPA) with the ACT/SAT scores. The higher the HSPR, the lower the required ACT/SAT score. For UIC, the minimum ACT is 22 with a HSPR of 50-99. 

These are practices for general admission students; specific programs (UIC-Engineering) have even more stringent requirements.
